Can Artificial Neural Network be Intelligent?

SCOPE
This conference names "Artificial Intelligence and Neural Network," expecting an establishment of artificial intelligence by means of neural network. In fact, we have had lots of successful reports proudly claiming like, "We designed an intelligent system by neural network which learns ..." Then qustion arises. What is intelligence. Some machine which its designer calls intelligent performs the given task much more efficiently, effectively, or precisely than human. However we human are not usually very efficient, effective nor precise, but rather spontaneous, flexible, or unpredictable.
Intelligent people tries a different way in answering to the foreinger who asks "I beg your perdon?" while a not so intelligent people just repeat a same expression, probably with a larger voice.
We see intelligent robot pet whose behavior looks pretty intelligent. But what if the pet always behave exactly as before whenever it come accross the exactly the same situation as it learned the behavior before? Sooner or later we would loose interest.
Will an introduction of stochastic decision solve this issue? What is intelligence? Can neural network attain an intelligence? We solicit stimulating papers on this issue, expecting a hot debate in this special session in the conference.
