However, I, as a reviewer, resist to say that the paper should be accepted. The reasons are as follows. (1) English expression, not the content, is very poor. You need to make other person, hopefully a native speaker of English, to proof-read it. (2) Basic format like "where to put comma," for example, is not correct. Some of them are careless, but others are luck of knowledge of how to write an article. (3) The papers listed in Bibliography are old. This might imply your survey is not enough on this topic unless what you claim is extremely unique. (3) Originality or uniqueness should be clearly described. "UEP-codes per ce," or "correction of codes sent to the receiver" is not a new topic at all but rather a textbook topic nowadays. Therefore you should appeal more clealy how new your work is, if any. (4) You cited your own paper [15] as "(being printed)" which is a exception among citations from old ones. But relation between this paper and that one is not clear at all. If the both are quite similar, usual journal/conference will not accept it. Hence you should describe such as, "In that paper we propose ..., and in this paper we extend the idea ..." or something like that. So conclusion by this reviewer is unfortunately "REJECT" but I hope you would carefully correct and try it again in near future.
