The expression in English in this paper is very hard to understand. For example, what on earth is meant by "Application of neural networks for forecasting of characteristics of a stream will allow using more difficult and effective control algorithms."? Also the author should proof-read carefully. The reviewer ubiquitously found typo's and or mistakes in grammar like "such at" for "such as" or "a continuation of researches" for "a continuation of a research," etc. Also variables like m should be italicized Do not cite references in abstract. Abstract should be independent on the text. But what is [8], for example? we cannot know it from the Reference list. This topic is not a new one at all. Nevertheless, survey is really poor. The author should show what results have been made so far, and what is the new proposition and/or results by the authors. Authors fail to show all of this. As such, the reviewer fails to find any uniqueness of this study.
