More careful proofread should be done. Simple careless mistakes are ubiqutous. Just name a few: "each to other," "plays the important role," "appropriative," "more close" etc. (They might be "with each other," play an important role," "appropriate," "closer." 

Also English expression is redunadant. For example, "W(t-1) and W(t) are weights of rule that are used at time moments t-1 and t, respectively,' is enough to be like, "W(t) "is weight at timet" or" 0<gamma<1" and 1-ramma<<1 is 0<gamma<<1. Or, "... two cells: one cell is dangerous for agents; other cell is safe, might be  "One is dangerous and THE other is safe."

Precisely speaking period '.' and komma '.' should be inside the quotation like "moving forward." instead of  "moving forward".

The paper consist of a series of small peaces each of which used to be prevalent in early1990's. So, authors should show a good survey of those simulations during these two decades and then should show how still unique is the author's models experiments and results.
