More careful proofread should be done. Simple careless mistakes are ubiquitous. Just name a few: "each to other," "plays the important role," "appropriative," "more close" etc. (They might be "with each other," "play an important role," "appropriate," "closer." Also "... two cells: one cell is dangerous for agents; other cell is safe," might be  "One is dangerous and THE other is safe."

English expression is everywhere redundant. For example, "W(t-1) and W(t) are weights of rule that are used at time moments t-1 and t, respectively,'"is enough to be like, "W(t) "is weight at time t." Or "0<gamma<1 and 1-gamma<<1" might be 0<gamma<<1. 

a minor pointout, but precisely speaking, period '.' and comma '.' should be formally inside the quotation like "moving forward." instead of  "moving forward".

The paper consists of a series of small peaces each of which used to be prevalent in early 1990's. So, the authors definitely should show a good survey of those simulations during these two decades and then should show how still unique the author's models, experiments and results are.
